Few people believed President Bill Clinton when he said with a straight face Jan. 26, 1998: "I did not have sexual relations with that woman, Miss Lewinsky."

And few people believe Warren Mayor James Fouts when he says that 's not his voice disparaging African Americans, women and mentally disabled people on a leaked tape posted Jan. 16 by Steve Neavling of Motor City Muckraker.

On Tuesday, before an audience of detractors and supporters, the Warren City Council passed a resolution, 4-3, that, in effect, asks Fouts to investigate himself and then, possibly, resign, reports Bill Laitner of the Detroit Free Press.

Wording proposed by Councilman Robert Boccimino says Fouts "shall use State of Michigan and City of Warren agencies to assist in the investigation to determine accuracy and source of said audio recordings, (and that) if the audio recordings are in fact his voice and have not been edited then he should consider resignation."

The nonbinding resolution lacks legal force.
