Updat3, 1:52 p.m. Friday:  A doctor for the Macomb County Jail gave a female inmate candy and tobacco in exchange for a sex act and also inappropriately touched her and two other inmates, Macomb County Sheriff Anthony Wickersham says at a news conference, The Detroit News reports.

The allegations came to light Sept. 16 after jail authorities received a note from an inmate.

Original article, Thursday:

Is there no end to bad doctors in Michigan? If this stuff goes on, the American Medical Association will have to do an intervention.

In the latest, the Macomb County prosecutor on Thursday revealed that Dr. Steven Cogswell of Waterford Township, a physician at the county jail, is charged with six counts of second-degree criminal sexual conduct, in connection with having sexual encounters with multiple female inmates.

The encounters were said to take place during August and September. The Detroit News reports:

Officials believe the acts occurred in the detention's medical center while the inmates were receiving treatment.

Cogswell’s phone contained a number of explicit videos and photographs after it was recovered and searched by the Macomb County Sheriff’s Department, authorities said.

Cogswell has since been terminated from Correct Care Solutions, the medical group contracted with the county to handle the medical care of inmates at the jail.

Women behind bars often participate in sexual activity with guards or other authority figures, in exchange for favors or special privileges. However, the inherent power imbalance in such activities qualifies them as criminal.

Cogswell is expected to be arraigned later this week.
