Detroit City Clerk Janice Winfrey is finally sending out the absentee ballots for the August 6 primary.

Winfrey's office was forced to wait while courts decided if D. Etta Wilcoxon was eligible to be Winfrey's competition for city clerk. On Thursday, the state Court of Appeals upheld a lower court ruling saying that Wilcoxon should be on the ballot.

According to The Detroit News:

City Clerk Janice Winfrey’s office removed her from the ballot in May, saying she didn’t have enough valid nominating signatures. After Wilcoxon successfully appealed in circuit court, Winfrey withheld the ballots — which should have gone out June 22 — while awaiting the court of appeals decision.

The Free Press adds that the court "essentially found that the clerk’s office didn’t do enough to help Wilcoxon dispute signatures that had been invalidated by city elections officials, leaving her just short of the 500 she needed to make the ballot."

This is Detroit's second candidate who has been involved in a major ballot dispute. Last month, the courts ruled that mayoral candidate Mike Duggan was not eligible to be on the ballot.
