Harry Arnold's drone cam captures the remains of the Wayne County jail that never will be.

The over-budget and mismanaged jail project will cost Wayne County taxpayers some $404 million, with interest, according to Fox 2's Charlie LeDuff, who was firing warning flares about the jail's problems for months before they reached the radar of most media and elected officials in Detroit.

A Wayne County Circuit judge has empanel a one-person grand jury to investigate fraud, misconduct or willful neglect of duty in the jail project,.

LeDuff is reporting that workers have begun dismantling the unfinished jail, pulverizing the building material into dust.

"They're crushing it without having told the county commission, the news media and most importantly: the taxpaying public," LeDuff said.

He reports:

The word they gave to the public is they're securing the site for the wintertime. But that's only a half-truth. Because, in fact, they're tearing it down. Here's Bob Ficano's chief of staff, June Lee, admitting as much: "We're going to work together to come up with the best solution we can. It's not going to be perfect, it's not going to be what we first thought it was going to be, most likely, but the goal is to do the best that we can."

County Executive Robert Ficano told LeDuff: 

At this point, it is being in the process of being secured. Okay? And what some might be doing, in how they're unwinding the contract, of that, is done by professionals. It's done by the contractors.
